docs: link PRODUCTION-PKI-REFUSE with ENROLL and TOTP

Browse source 
Staff-ui operator docs now point at staff-iam ENROLL, TOTP, and the
production PKI refuse matrix (lab 201 vs prod 501). Brand kit unchanged.
