Add a-akimov to maintainers (#191)

a-akimov already held ROLE_IDS.DOCS_MAINTAINERS. Add ROLE_IDS.MAINTAINERS
to the entry so they join the maintainers GitHub team, Discord role and
Google group, matching #188 (sarahnovotny) and #187.
