chore: remove naldridge from CORE_MAINTAINERS (moved to emeritus)

Same approach as pwwpche in #111: keep the member entry, empty memberOf.
The googleEmailPrefix is dropped since no remaining role provisions a
GWS account, so the nick@ account will be deprovisioned on next deploy.

No-Verification-Needed: declarative access config, only exercisable via prod deploy
