- Add AUTH_TOOL_SCOPES_WG role for #auth-wg-tool-scopes Discord channel
- Add olaservo to AUTH_TOOL_SCOPES_WG

* Initial plan

* Remove AUTH_TOOL_SCOPES_WG role and update user memberships
