Add bolinfest and jokemanfire to rust-sdk team, remove direct access

Move bolinfest and jokemanfire from direct repo collaborators to the
rust-sdk team in users.ts. Remove 4t145 entirely. The rust-sdk repo
now has no direct collaborators.
