CONTRIBUTING.md: further clarify 'steering committee' (#5)

Browse source 
Futher clarify that the 'steering committee' is what we normally would
call a 'working group', in the preamble to the antitrust policy. We'd
like to also update the policy itself, but need approval from counsel.
