Subject: [PATCH] test(web): use the object shape for the legacy tasks
 capability

`ServerTasksCapability`'s `list`/`cancel` are objects, not booleans, so
the legacy-tasks fixture failed `tsc -b` in CI. A stale incremental
build cache hid it locally.
