docs: bring quality-gate.md up to date after #2338 and document the gate lease (#2354)

Every stage description now matches the scripts on v2/main: the quiet-gate
baseline figures, the CI job budgets (#2333), the smoke-helper budgets that
are named constants or stated defaults, the maxWorkers decision (#2336), the
Storybook forced pre-bundle (#2340), the gate-lease test suite (#2339/#2346),
and a local:storybook row. Adds the multi-agent section at the end: what the
lease does, why a queue rather than a load wait or a worker cap, what it means
for capacity, and what it does not do.
