fix(web): name the Scopes control in the offline_access warning

Copilot review round 9 on #2114. "Scopes above lists offline_access"
reads as a plural subject with a singular verb; naming the control
("The Scopes field above lists ...") fixes the agreement and says which
control to go edit.
