chore: bump version to 2.3.0

First step of the v2.3.0 release, following the procedure established in
#2010 / #2011: the bump lands on v2/main before the milestone merge, so it
flows into main with the rest of the milestone's work rather than being
stranded downstream.

Applied with `npm version minor --no-git-tag-version` — no tag is created
here, since the release tag belongs on the main merge commit (step 3).
