Copilot review round 1. The rule at issue is the review-relevant one — a
check that boots the web backend must not touch real user state — and this
PR widens where it applies: pack:verify now navigates that backend, so it
needs the isolation too. Mirrored as one clause rather than a new section.
The rest of the AGENTS.md edit stays unmirrored deliberately: which two
consumers share scripts/lib/mcp-app-flow.mjs is tooling detail nobody cites
against a diff, and AGENTS.md asks the mirror to stay a distillation.
