chore: relax Detekt rules for tests (#582)

- Updated `detekt.yml` to exclude test folders from
`EmptyFunctionBlock`, `LargeClass`, and `LongMethod` checks.
- Cleanup detekt-baseline files.
- Simplified `.idea/detekt.xml`.

## Motivation and Context
To reduce linter noise and reduce tension
