## Summary
- group all root Go module updates into one weekly PR
- group all deployment Go module updates into a separate weekly PR
- keep GitHub Actions updates in their own weekly group
- leave Docker updates independent
## Validation
- parsed `.github/dependabot.yml` successfully as YAML
- `git diff --check` passes
Co-authored-by: Radoslav Dimitrov <rado@Radoslavs-MacBook-Pro.local>
## Summary
- Dependency update PRs were arriving daily across gomod (root +
`/deploy`), github-actions, and docker — creating significant review
noise.
- Switch all four update entries in `.github/dependabot.yml` from
`interval: daily` to `interval: weekly` so they batch on a weekly
cadence (Dependabot defaults to Mondays).
## Test plan
- [ ] Confirm `.github/dependabot.yml` parses correctly (Dependabot will
report a config error on the repo if not)
- [ ] Observe that new dependency PRs stop appearing daily after merge

<!-- Why is this change needed? What problem does it solve? -->
The following PR groups all otel deps in a single dependabot PR as
usually they are spread across 4-5 separate ones whenever there's a new
version.

There was feedback that other projects wanting to use the registry
package have to upgrade to 1.25 (because of how Go works). In the
registry itself we are not relying on 1.25 features so this PR reverts
us back to 1.24 until 1.25 becomes better adopted and we can safely move
to it.
Also realised we were not keeping our dependencies for our deploy/infra
code up to date with Dependabot so this fixes that too.

1. Pins the Github Action workflow hashes under `.github/workflows` to
full-length commit SHAs.
2. Adds a base level `.github/dependabot.yml` config to keep these (and
other go/Docker) deps up to date.
## Motivation and Context
- Github's [security
guide](https://docs.github.com/en/actions/reference/security/secure-use#using-third-party-actions)
recommends using the immutable SHA of an action when consuming third
party actions.
- Depdendabot makes ongoing dep house keeping manageable.
