This release completes the SEP-2575 stateless lifecycle of the 2026-07-28 specification,
together with the SEP-2322, SEP-2549, and SEP-2243 features that revision builds on.

Several entries under "Changed" are incompatible with 1.1.0 and ship in a minor release
under the spec-conformance and security exceptions in VERSIONING.md.
Servers no longer echo 2026-07-28 from `initialize` and counter-offer 2025-11-25 instead,
`Configuration` accepts only handshake versions for its `protocol_version` pin,
server-to-client requests are bounded by a timeout and refused outright on the modern lifecycle,
the client bounds automatic pagination and its total SSE reconnection wait,
and `prompts/get` answers Invalid Params where it used to answer Internal Error.

Closes #512.
