fix: exclude local feature from docs.rs build (#782)

The `local` feature relaxes Send+Sync bounds, which causes items
gated behind `cfg(not(feature = "local"))` to be excluded when
docs.rs builds with all-features. Replace `all-features = true`
with an explicit feature list that omits `local`.
