Address review feedback: move getDefaultServerParameters to test file

- Moved getDefaultServerParameters from stdio.ts to stdio.test.ts since it's only used in tests
- Reverted unrelated changes to inMemory.ts and inMemory.test.ts
- Kept the core Windows compatibility fix for stdio tests
