cb2bbcad03 fix: stop caching global receipts; log 20 live stamps 
transaction-log-test.md records each HTTP pair (redacted Authorization)
and internal function timings. Live API issued a new CID every time.

b1219c64bc fix: post data+SHA256 to VeraeTime and poll job for CID certificate 
Live /api/timestamp rejects {hash,sync}; it wants {data,hashAlg:SHA256}
and returns a job whose result is a multihash certificate.

107fa785b0 feat: route scope=global stamp/verify to api.veraetime.net 
Evercycle-style local facade: GlobalClient posts /api/timestamp and
/api/verify with Bearer from VERAE_GLOBAL_TOKEN or ~/.verae/auth.properties.
