chore: keep nick@ GWS account for emeritus naldridge

Restore the googleEmailPrefix dropped in the previous commit and mark the
account existingGWSUser so it is kept but no longer Pulumi-managed, matching
how toby's emeritus account is handled. Before deploying, remove the
gws-user-nick resource from Pulumi state (pulumi state delete, not destroy)
or Pulumi will delete the real account.

No-Verification-Needed: declarative access config, only exercisable via prod deploy
