b3cb844730 Run the CLI tests in CI 
Right now, the inspector has a CLI feature as well as a series of tests.
However, they're not currently run in CI. For the moment, they are only
triggered on file changes in the CLI folder, as AFAICT it is currently a
separate code base.

- Playwright installation can take more than 5m, increase to 15m

- Only attempt to upload the report if Playwright executed, otherwise
  there are no report files, and the upload step will error

 		feat: add version management scripts and CI check 
- Added update-version.js script to automate version bumps across all packages
- Added check-version-consistency.js script to verify version consistency
- Integrated version check into CI workflow
- Scripts check package.json versions AND package-lock.json sync
- Added npm scripts: `npm run update-version` and `npm run check-version`
- Added documentation in scripts/README.md

This ensures version consistency across the monorepo and prevents
accidental version mismatches or outdated lock files.
